  1. cut them and they come back... pull off or rub off like the previous poster said, and they tend to NOT come back....

  2. If they are on the sides of the tree, they are called water sprouts, if they are down around the base of the tree and roots they are called suckers.  Grandpa told us always to pull the sprouts or suckers because most times they won't grow back.  Cutting them seems to just stimulate the tree to grow more of the same.

If it is rough bark, pull the sprout if it is long enough to grasp.  If it is smooth bark and the sprout is small enough you can rub it off with your thumb.

If the tree and branches have been severely topped off, water sprouts and suckers tend to proliferate.  The tree has been stimulated to grow if pruning has been severe.  The tree needs the leaves to produce food for the tree, so it produces bunches of water sprouts to accommodate its need for food.

  3. It's easy to just rub them off with your thumb, as they appear.  It will not harm the tree at all.

  4. Just pull or clip them off.  No need to do more.  The tree may bleed and seal the area if it was a large twig but it shouldn't grow back.
