How do you get the Fletching Cape on Runescape? ?

What levels or skills are required? Do you have to do a specific quest or can you buy this cape?This question is being asked by me for my grandson so I'm asking that you please be respectful in your answers. Thanks in advance for those who take the time to answer this question.

for any skill cape you need a level to be 99 and when you got 99 the game will tell you where to get your skillcape so if he wants to get 99 fletching just chop down wood get a knife have him cut then tell him to go to seers village to get flax spin it then put flax and bow and keep doing that also the cape cot 99,000 ti get that money go to seers village get some flax spin it then just sell the flax at the grand exchange
