How do you get the GS ball in pokemon in pokemon silver, gold and Crystle ?

You can only get the GS Ball in the Japanese version of Crystal. Maybe you can transfer it to the Japanese Gold/Silver, I'm not sure.

Nintendo decided that they didn't want English speakers to have access to Celebi in-game without going to a convention or winning a contest.  

Tragic, isn't it?  :(

The only thing you could do to get is to get a game-shark like device and look up a code for it.
