How do you get the ring around the lens of your video camera?

I want to make a professional looking skate video with my friends. And ive seen that in some videos there is a ring around the screen that gives it a dramatic effect. Can anyone help me do this or give me the name its called so I can search into it more?

I think the effect you're looking for is called masking.  Exactly how you do it will depend on the editor you're using.  That said, a circular mask is such a common requirement that a lot of editors include it as a standard effect e.g. in the Vegas family it's called a cookie cutter.
