How do you get this kind of photoshop effect?

If you're looking for the "washed out" colors, then I'd suggest using a filter that specializes in such effects. A good set of them can be found (For free!) at http://www.optikvervelabs.com/setup.exe . It's called "VirtualPhotographer", and you can find more help for it at http://www.optikvervelabs.com/ .

There is no effect, just a wierd camera.
