How do you get this kind of picture?

I've always admired HDR photography due to it's uniqueness, but picture like this (link attached to the bottom of his question) is what really got me. It almost looks like HDR but I couldn't get the same effect. I'm looking for the almost metallic and very vivid image of the bridge. You know, kinda dark and surreal image effect.

shoot a bridge over exposed (flair out the detail alot), shoot a landscape, merge using layers, use gradients and blend

opacities et cetera up to you, that image is not "out of camera".......

try photoshop
