How do you get to Mauville in Pokemon Emerald?

Well I finished the game then started all over then I forgot to go to Mauville so how do you get there when I go to the cave (where there was Mr. Briney) it needed rock smash so how do you get there?

  1. you have to have 2 badges and find that

    guy (steven?) and go to slateport, battle

    the guy(when they ask you boy/girl

    when you first start. you picked girl

    probobly). win. go on

    and you're there.
