this varies. it used to be the groups with the highest members listed first. then groups with lower members complained and yahoo must had reconsidered how they list groups because before you knew it, there is no order in sub categories.

there is no known way to become number one. if you have an active group and a topic that's popular, you'll gain members no matter where in the directory it's listed.
