How do you get to the editor thing on picasa?

i keep going onto my account at looking at my pictures under my web album but i dont see anywhere that it says to edit the picture

Download it then right click the picture you want to edit.

If you have Picasa2, all you need to do is double click the image, then the editing screen appears.
