How do you get wings on City of Heroes?

I bought some wings at Wentworths and i have all the materials but what else do i have to do to fully create the wings?

You will need to take the recipe and salvage ingredients to an invention table. They can be found at any university (Steel Canyon, for instance). Many supergroups also have invention tables in their bases. After you have created the wings, then you will need to go to the tailor. Inventing wings from a recipe merely unlocks that costume option at Icon.
