How do you get your contacts from your phone without getting on your phone?

my phone is dead and i really need to get on it because i have my friends number on it and i need it so how do i get it from like a site or something

If your phone is dead not due to flat battery, meaning it still can be turned on, you can use USB cable to download the contacts. Or if the contacts details were stored on the SIM card, borrow somebody else's phone and put the SIM card in.

If you have Verizon, you can check your bill for numbers (paper or online), or you can also have you phone backed up online with your account.  I am not sure if it's too late, since your phone is dead.  I do not know if you would need to do anything with your phone doing this.  There is a small monthly rate to do so.  

Even if you are not with Verizon, see what your options are online and check with your provider.
