I don't know what softwear you have, but even with basic photo alteration software you can do this:

Increase the brightness a bit

Increase the contrast a bit

This will give you the basic effect, then to change the colour find an option to change the saturation, pick a greeny colour (or whatever you want) and then saturate the image slightly
