All electricians are licensed through the state.  Not sure what state you're in, but to give you an example, in Texas its the Texas Department of Licensing and Regulation.  Just google your state and "electrician license" and see what you get.  It should get you pretty close.  Then, contact them.  Another thing is, depending on what state you live in, it may be required for them to have it on business cards, any advertising, and/or on their vehicles.
