  1. Apply the school for the degree and get admitted. Then the school will send you I-20 Admission. With I-20 and apply for F1 Academic Student Visa at US Embassy in you country with the required evidence such as sufficient funds to afford the tuition and living expanses, the proof of strong ties to your country that you will come back after the study. And pass at the visa interview and get F1 visa stamped on your passport.

  2. You need a letter of acceptance to a college or university to enter the US on a student visa.

  3. Businesses and organizations sometimes offer scholarships to foreign students to cover tuition and other expenses. The Rotary Club, the Lions Club have been known to offer scholarships. However, first you have to be accepted by a school or university. Once you are, talk to their financial aid department to see what you might be eligible for.

  4. Some countries encourage their top students to study abroad and have scholarships or financial aid for their citizens who are accepted at universities abroad, especially for the more prestigious schools and for people majoring in subjects where the country has particular needs for development.  This is your best chance.

Also, some of the larger companies offer scholarships or various types of financial aid for employees earmarked for development to get advanced degrees, such as MBAs.  Other companies have scholarship programs for children of long-term employees.

As far as getting financial aid or scholarships from within the US, there very, very few resources, and over 600,000 foreign students per year competing for what there is.  The Financial Aid office or Foreign Students Office at the university which has accepted you will send the info upon request to all foreign students who have already been accepted and qualify for financial aid.

Scholarship aid might cover tuition, but not your living expenses, transportation, etc.  So you still have to prove you have sufficient funds for all education expenses, all of your living expenses, plus your transportation back to your home country upon completion or termination of studies.
