However, if they have activated "Annonymous Call Rejection" on their phone then u cant get through...after dialing their number you'll hear a recording that says "The person u are calling does not wish to accept calls of this nature (or somein like that), unblock ur number and try your call again."

make the call from Skype. the caller ID usually comes out as either a foreign number or 00 or restricted

Just dial *67.  It doesn't work when you're dialing an 800 number.  Or some people have their phone set to only ring if the phone number is displayed, they won't talk to anyone hiding their number.  In the front pages of your phonebook is more information on the different services provided by your phone company.
