How do you improve players in Madden '09 in franchise mode (XBOX 360)?

Question

My brother and I are playing a franchise with separate teams and we are through 4 seasons now, but none of our players have gotten better, and some have gotten worse.

We do the training every week and improve the attributes of our players, but their overall doesn't increase. It is frustrating to see the CPU teams drafting and improving players while we can't improve our players at all.
