How do you install hand brakes on huffy kid's bike?

our bike came with the brakes half installed

Boy, this is a hard one to answer.   I think the best thing you can do is to take it back to where you bought it and have them correct the problem.....or take it to a bike shop and pay them a few bucks to get things working right.  

If you want to learn about it and give it a try yourself, spend some time on Park Tool's website and read about the different types of brakes, how to install and set them up, etc.  It's all there, and it's a good website.   Most of what you need will be in the "repair help" section, but proper positioning, angles, etc. are in another section that I can't remember the name of right now.
