You extract the files that are in the rar file, then you install those.

Well you extract/unzip them rather than install them (I'm assuming its a program that you want to install inside the file).  Firstly, you need a program to unzip the file, most common is Win zip available free from download.com, after that's installed you just have to double click on the file you want to unzip and win zip will automatically open.  Just click ok on the first box and it'll ask you where you want to unzip to.  Once you'v done that install the program as you usually would.  Good luck :D
