you need the Roc's cape. I'm guessing you just got the sword dash move, in which case you wont get it for a while (first you need to go thru the entire first wind temple, then you need to talk to a minish in lake hylia, then you need to return 3 books to the town library (really!) then you need to talk to librari and get the flippers, then go thru veil falls, then cloud tops, then you finally get it after a bit of the second wind temple) good luck!
