How do you keep rugs from moving on top of carpeting. I tried those rubber mats but they didn't work well.

Have you thought about velcro strips? Hope this helps you out!

They do make a s***w like thing, you can use to hold down your throw carpet. But, your taking a chance of pulling out the fiber on the carpet. Try not using the rubber mats, perhaps  that  will work
