How do you know if a Jazz DV179 Camera is charging/finished charging?

Question

I have the camera.. I dont have the exact charger but i have one that fits and its plugged into the wall. When i first plug it in, it flashes red then it turns steady red, but i still cant turn it on.

How can I know if its charging/fnished charging?
