How do you know if a Scorpio is evolved or unevolved?

I have been seeing this Scorpio guy for four months...nothing serious yet. He is intense, passionate, flirtatious, horny and a liar. I realize that he doesn't keep his words. For example, he said he would call me the next day bc he found out that i was unhappy and he didn't. So a few days later when I called him, he acts like nothing happened and never bother explaining about the call (shows how much he cares) Another incident is when he said he will email me pics of his trip to Canada....guess what, nothing at all. I don't even want to bother bringing it up bc its just lame.

Is he the unevolve type?? He's so horny all the time, a flirt and a liar. It just makes me wonder if I should even bother making this a legit relationship, if this keeps going on. Can someone explain to me is this a normal scorpio behavior?? Thanks a lot.

2. He might have alot of air in his chart look at his whole chart not just his                 sun sign moon effects relationships more.

don't you mean involved or uninvolved?  i would say no matter what his sign....he's just not into you.  either assume your role and place in his life and stop complaining, or move on.  right now you seem to be a stratigic booty call...a person that seems to always cross his path.  sounds like he's decided not to do unhappy, needy or nosy and is avoiding you.

definitely the unevolved type, but there is more to his behaviour than his sun sign . . .
