yup, rule of thumb is young ones have strips on their forehead going down to their middle back near where the wings start, also their ceres (skin above the nose) is more a of a pink color  check out http://parrotcentral.net/parakeets.htm for info on parakeets

By the forehead, if it has black stripes all the

way down to the beak, then it's very young.

If the forehead is mostly white down to the

beak then it's an adult.
