Feebas is one of the hardest pokemon to evolve.

You don't have to win ribbons to evolve Feebas.  The best way is to max out the beauty by feeding it Dry poffins.  Poffins made up of Wiki or Pamtre berries are the best.  The levels of the poffins should be high teens because the Feebas can only eat about 10 poffins before it the sheen is maxed out.  The sheen is that bar that has asterix going across the bottom after you feed it poffins.  If your beauty isn't maxed out it won't evolve.  Before feeding it poffins check the nature of the feebas.  If it doesn't like dry poffins then it could be a waste of your time.  I haven't tested the theory yet.  I always find a feebas that likes DRY food to evolve.
