How do you know when a shy guy wants to be more then friends?

I see a half-dozen versions of this question everyday, and don't understand why people won't just talk to each other, instead of trying to read minds and guessing from clues like body language.  All those clues can be misinterpreted.  Why not get real information in words, not glances or such?  Granted, if he's shy, you might have to "sneak up" on the subject, but draw him into a conversation and tell him in some subtle way that you find HIM interesting.  You're waiting for a shy guy to make the first move, and that's difficult for him.  Why?  Because he's SHY!
