How do you knw if someones phone is working or not?

i keep calling my bofriend and it says his voicemail isnt hooked up.. its an emergency i relly need to talk to him and idk if i should be mad cuzz hes not answering his phone or if its not his fault cuz i knw he was dealing with the phone company about something earlier.

He's either

A) Not picking up.

OR

B) His cell phone provider is having troubles.

When his voicemail says his isn't hooked up,

It means that he hasn't set up his voice mail.

he may have lost his phone and had it shut off.
