How do you learn how to be able to understand the meaning of a quote?

like when you look at any quote how can you understand it and be able to explain it to somebody else?

  1. The majority of quotes are self explanatory.  If you should get stuck on one, you would have to refer to a dictionary to help you with a particular word or phrase.  

    There are idioms and expressions though with meanings that aren't so clear.  For them you can go to a web site for them that has explanations.

    For example: The idiom "A chain is no stronger than its weakest link" - This means that processes, organizations, etc, are vulnerable because the weakest person or part can always damage or break them.
