How do you mail the NY voter registration form if you download the pdf online?

I downloaded and filled out this form:

but it seems like it has very specific instructions on what you can't do with it: "do not tape or staple" etc...

Can I just put this thing in an envelope and send it on its way or what?

Yes into an envelope that is addressed to the Board of Elections and has a stamp on it.  Do not forget to sign it.
