How do you make a blend on adobe photoshop that the pictures change?

This is an animated gif.  The person has created frames.  Each of those changes is a frame.  If you have adobe Imageready (not available with CS3) then you would go about creating frames in that.  In cs3 the frames options are now in the "animation" window under "Windows" in the menu bar.  You can also do this by creating a keystroke path in flash and exporting as an animated gif.
