  1. make the wheels out of paper

  2. I assume you can use glue. Paper clips?

Remember cones, triangles and tubes are shapes with a lot of strength. Accordian pleat some paper, and glue it to a second and third sheet of paper to make a rigid   "plank" as a base. The triangular shapes will give it strength. A straw can be an axle. You will have to wind the rubber band around the axle to give it power.  Not an easy project...good luck.

Shades suggesstion of toilet paper is good: add some paste or glue to make a papier mache car.

  3. Make the frame out of straws, cut wheels out of paper. Use paper clips and rubber bands to attach the wheels to the frame. Cut a "pinwheel" out of some paper and put it on the back with a rubberband connecting it to the front so you can twist it and release for a propeller effect.

  4. I would use toilet paper and twist and wet it to shape my car and make it strong. Also for the straws I would fill them with wet paper to give them strength. The wheels I would form in a bottle cap to be round and fit the filled straws through.

If you have to use the rubber bands as a driving mechanism you have to twist them up and have them unwind to drive the wheels. I would make it wide and have a long hollow section for each wheel and then a space between the end of the wheel shaft and the centre of the body. There I would punch a hole through the end of the straw and fit the band. Then Tie the other end to a centre point. If you turn push the car in reverse the bands should coil up and if you let it go it should propel it in the opposite direction.

    Cool Project.
