How do you make a fance domain layout like this..?

That was probably done with Photoshop or something similar. If you're computer does not have photo editing software you should check download.com to see if there are free photo manipulation applications available. Chances are the free ones are very limited. You would need something that supports layers. Once you have that its a matter of design.

Looks the first layer is a sandy background with the girls cut out from other pics and pasted on. Then there is that checkerboard pattern with a varied color wash on it. They made alternating squares transparent probably by selecting then deleting the white of the checkerboard. Then it looks like a layer mask was applied and areas of the checker board where made transparent so the girls would show through. The splattered effect looks like a couple more layers with varying transparencies and painted with some sort of custom brush. To create a custom brush trying typing in "Photoshop custom brush" to google and going through the tutorials...
