  1. learn about flash on adobes site or just google how to make a flash cartoon. its not as easy as it looks. and you cant really explain it here

    but im not sure its a flash cartoon


  3. Draw your figure then make a new frame, then make a small change... on and on.

    Its really a timeconsuming process lol.
