How do you make a good Referee costume?!?

I wanna be a ref for halloween. I know its a while away still but I just wanna plan ahead. Keep in mind I don't want like booty shorts, or anything too showy, but i wanna look real cute still (: I'll be 17 by the time it's halloween, so yeah (:

If you still want to look cute but don't want to show off your derriere, find a pleated black skirt, knee high white or striped socks/stockings, a white/black shirt and wear a whistle around your neck. If you're still not comfortable wearing a skirt, you could always wear black pants/shorts/Capri pants. You can wear sneakers or heels. I love Converse's XX High Tops, but they're pricey for one-time wear (around $70):

Or, you could buy a costume like this and wear pants underneath:

You can decorate your whistle with rhinestones or stick on jewels if you'd like. There are a lot of options for your hair; curls, low or high pigtails, braids or a simple ponytail with a pompadour at the front. Or, you could wear a baseball cap/hat/viser crooked to the side.
