How do you make a phone call to Africa when the phone number begins with a + sign and has 13 digits?

I am trying to use a calling card that only allows 10 digits and the phone number itself is 13. Also there is no plus (+) sign on my telephone

  1. omit the + sign...just put in the numbers!

The "+" sign is a convention for writing numbers in a format for international dialing from anywhere in the world.  It means that you must substitute whatever is the international calling prefix in the country you are calling FROM -- That would be 011 in the U.S. or Canada, 00 in the U.K., 0011 in Australia, and so on.  

    The rest of the digits after the "+" sign will be the country code, area code, and local number.  So you dial your own country's international prefix in place of the plus sign, then the rest of the number as it is written.
