How do you make a pic with black and white, then 1 part of the pic is blinking different colors?

in gimp open image, duplicate layer a few times, select area in each where you want colors to remain with lasso tool, adjust hue to change color, invert selection , then desaturate each layer,

you could desaturate one layer then duplicate, and then paint over each b&w layer with colors, then adjust layer mode overlay,

then one all layers are colored, check filter animation playback, and then save as export to gif animation,
