How do you make a picture file larger and clearer?

my photo is in jpeg format. and i want to print it so it can be bigger but clear. how do i do it?

Most photo editors will be able to zoom+ and save but the result may be disappointing.

When a photo is reduced in size the pixel count is reduced, and the pixels that have been deleted cannot be restored and any enlargements of the photo would be of lower quality.
