How do you make a picture move.. Like a video.. but its not a video..?

Ill give u a picture/link of what im talking about I wish to make somthing like this.

That's a flash file and they cannot be easily made for free. But on the bright side some programs will help you make animated .gif images that play a series of images a set number of times.

That link goes to a private profile so i cant see what your talking about but i think i know what you mean you can try using windows movie maker.
