The only way i can help is to use freewebs.com. They are really helpful and once you have everything that you want th way you want it, you just pay like $2 a month or $20 a year to keep it a really website (www. blahblah.com) send me ur finished product, k?

you have to buy an ip adress seriously that is tthe only way cause there is no possible way to do it for free i have tried

There is absolutely no way to do that  for free without either learning web programming languages (php, etc..), and extensive design code such as html, css, flash, etc..
