How do you make an Adobe Photoshop Elements (6.0) file into JPEG or a GIF?

i am making a bebo skin and it wont upload it just says 'main_bg must be a JPEG or a GIF' its soo annoying and im useing adobe which is what bebo reccomends to use!! HEELPP! :)
