How do you make apartments in the Sims 2 apartment life?

I don't know how to make one. Are they considered residential or community lots, and how do you turn either one into an apartment? Is there a item in build mode that will turn it into one?

To make apartments is just like making dorms in sims 2 university.

make a residential lot and build as you are building an apartment. Once you are done click CTRL+SHIFT+C and write it exactly like this.
