How do you make non-toxic smoke bombs?

Question

Preferably out of house hold items, but if there is a specialty item you need i can go and buy it. Im not looking for any recipes for smoke bombs that are dangerous or harmful. only ones that are non-toxic.

Of course your a weirdo.  Me? I'm a pyro weirdo.  

Non-toxic is tough, smoke is toxic.  But two parts sodium chlorate and one part sugar mashed up with a little water and then dried into chunks makes a big cloud of steam and salt.  Since the byproduct is essentially carbonated salt water it makes a great charcoal starter, and fast too.
