How do you make picture designs just like this one?

Looks like you could do that on Adobe Photoshop.  Doesn't matter which version, I use Photoshop Elements 3.0 myself.  It gets ya something snazzy like this stuff:

You can find a variety of different brushes like the butterflies on Google.  Same with the font.

Seems really simple.  It can be done in programs like Photoshop, GIMP, Paint.net, and such.  If you want those programs for free, you can download them from their sites.  Those particular programs above can all use photoshop brushes.  I use Paint.net, as it is easiest for me to use.

It looks like they first gave the picture two thick borders, and shadowed it.  Downloaded a type of font, which you could probably get at Dafont.com.  She also got about two seperate brushes, it looks like.  And she decorated the border with those brushes.  She also decorated the border with gradient glows, which should be on Photoshop, GIMP, and Paint.net.
