How do you make scratch off game tickets?

How do you make scratch off game tickets? I want some for my daughters birthday party and have found them on ebay but dont want to pay their prices! How do i make them myself as they obviously are? Where do i get the round scratch off circles? HELP! Id appreciate any info! Thanks so much !

I make them myself. You have to buy the dots in multiples of 250. If you think you'll need that many.
