How do you make terratories show up in gta san andreas?

it used to be there, but now i don't know where its gone, my game isn't bust, its working fine, i,m just a bit puzzled...... any help will be greatly apprechiated (sorry bout the spelling there!)

when you get taken to whetstone, the territories do not show up until close to the very end of the game.
