have a set of patterns and designs to use and place in pattern folder, find fonts and stamp clipart you want to use to copy and paste,  or file selection with,

find or design sunburst, and selection regions with wand tool, and right click to fill with patterns,

use a photo or pic to copy and paste cutout onto background, draw lines and use pattern and filters to add effects,
