How do you make this sound?

Its the sound people make my flicking their cheek. It makes a dripping sound. I know how people do it, but for some reason i cant do it, easily, every once in a while i can do it, but not very well... is there something i should do?

Practice.  

I can do it too, also somewhat unreliably, but the more I practice, the more reliably I can get that perfect "poiiit!" sound.    

Part of my problem is not relaxing the side of my mouth enough, while simultaneously maintaining the perfect whistle-pucker - the two things are mutually exclusive; when I get the pucker right, my cheek isn't relaxed enough, and vice versa.

Just pull really hard on your cheeck and the saliva and the suction should make the sound
