it's .gif format... there are lots of software that you can google to have it...

Those pictures are called animated pictures, and they are in GIF Format.

You need more than 1 picture to get an animated picture.

Go to:http://www.image-tools.com/Animated-GIF-...

Upload your pictures there, and start animating them.

But in order to create an animated GIF, Your pictures should be in a GIF format. The site also allows you to change Your picture to GIF Format.

So, Change the Format of the pictures to GIF first, Save it to your computer, then upload them one by one and start creating your own animated GIF.

I'm not sure if this is what you're referring to, but I've seen a paper pad where if you flipped the corners the pictures changed.  It takes several pictures of the same object only with each frame you change the drawing just enough to show movement then when you flip the pages the pic looks like it moves
