How do you make your hair like this?

Spray dry hair with light hold hairspray.  Then set hair in hot rollers and let them cool.  After removing the rollers, go over each curl with a 1" curling iron to define the curls, concentrating mainly on the ends.  Finish with a finishing hairspray to hold curls for a  good while.
