Use someone else's phone to report the problem with your phone.

Verizon tech support usually is not too bad. You may have caught them when they were swamped.

Static on a DSL installation usually comes down to filters. Those little white do-hickeys in the box that Verizon sent you are not nice to haves, they are a must. Install one on each phone and make sure to hook up the special one to the modem exactly as shown in the attached diagram.

There's a better than even chance it will solve your problem.
