with a measuring tape if your very intelligent but if not pull out your ruler from your drawers and in no time at all your 1/2 charged brain will become very knowledgeable

Officially with an IQ test. But this is only a measurement of how well you do at tests within a time limit, provided you are an averagely educated western person. Thats who they are mainly designed for. So if youre dyslexic, or English isnt your first language, you will score poorly.

A better measure is how much common sense people have - that shows intelligence in a practical way.

IQ tests are supposed to "measure" intelligence, but many people think that even they do not fully measure all areas of intelligence.  It is basically impossible to fully measure intelligence, but IQ tests do help measure a person's ability in the tested areas.  (Usually IQ tests consist of puzzles, anagrams, etc.)
